Ukraine is trying to implement electronic excise tax according to the logic of European Track & Trace, but our concept is broader: not just control to the point of sale, but potentially to the final consumer.

This means the main thing: a unique code for each product unit. It will be possible to scan it and see the path of the product from the manufacturer to the moment of sale. Counterfeit excise stamps in such a system actually lose their meaning — verification will be a matter of one scan.

But there is also a downside: technically and accounting, this is a very complex mechanism. So far, it is not even fully determined where the QR/code will be placed - on the stamp or on the packaging (the most logical - on the excise stamp, by analogy with alcohol).

For large manufacturers, it is difficult, but real. For small and local manufacturers, in particular in the segment of liquids for electronic cigarettes, this will be a serious challenge: accounting for "each unit" must be prepared now.

We support the very idea of ​​eExcise and expect that these months will be spent on real preparation of the system — so that on November 1, 2026 it will work stably and without chaos for the market.
