1. Key fact:
As of today, there is no publicly available electronic service in Ukraine that allows you to check the excise stamp on liquids for electronic cigarettes.

2. Why is there no such service
The reason lies not in access, but in the accounting system itself:
• excise stamps for these goods do not have electronic item accounting;
• there is no digital route of the stamp
from the manufacturer to the distributor and retailer;
• accordingly, it is not possible to create a public registry for online verification.

3. Wrong use of other services
In practice, cases are recorded when services developed for other categories of products (in particular, alcoholic beverages) are used to check such brands.

Such services:
• do not contain data on excise stamps on liquids;
• cannot confirm their authenticity or forgery;
• should not be used as a basis for conclusions or procedural decisions.

4. Additional technical risks
Particular attention is drawn to the confusion with identical-looking Cyrillic and Latin symbols in stamp series (for example, A / I), which only increases the risk of incorrect interpretation of data in services not intended for this.

5. How the verification is carried out now
Prior to the introduction of the Excise Duty, the only correct way of verification is:
• official request to DPS;
• a request to the manufacturer regarding the use of specific brands.

6. Conclusion
The lack of a public verification service is a systemic reality, not a business violation.
The use of unsuitable tools cannot and should not create grounds for accusations of counterfeiting.
