How the meeting with Acting Head of the State Tax Service of Ukraine Lesia Karnaukh and representatives of business associations, civil society, and experts took place
The purpose of the meeting was to discuss the current state of the tax system of Ukraine, indicators of the filling of state and local budgets, key initiatives of the DPS, as well as issues that are important for taxpayers and business representatives.
It was discussed:
1- Income to the budget for January-April 2026.
In the first four months of 2026, total revenues to the budget amounted to UAH 663.1 billion, which is 11.4% or UAH 68 billion more than in the same period last year. Of this amount, UAH 482.5 billion went to the state budget, and UAH 180.6 billion to local budgets.
2- Digitization and analytics of DPS.
Separately, the analytical dashboard of the PRO/PRRO, which contains depersonalized data for 2025 and the first quarter of 2026, was presented. The dashboard has 4 main sections: analysis of dynamics, a table and a map of economic activity by region. It is planned to be updated every month.
3- Service and legislative initiatives.
Tax mediation was discussed,
changes to Resolution No. 1165 on VAT, modernization of the taxpayer's electronic cabinet, international taxation and the issue of business fragmentation.
Andriy Solomin, the head of the "VARES" Association, had the opportunity to talk about the current state of the market for electronic cigarettes and electronic cigarette liquids.
In the speech, attention was focused on the fact that the field of EC has repeatedly undergone legislative changes, but without sufficient involvement of the specialized expert environment.
As a result, the market has significantly lost its legal fiscal potential.
If in 2023 revenues from the market could amount to more than UAH 250 million per month, now they have decreased to approximately UAH 8–10 million per month.
At the same time, according to the calculations of the "VARES" Association, under the condition of implementation of effective solutions for detinization, the market of electronic cigarettes and their liquids can provide up to UAH 3.82 billion in revenue per year. Separately, the issue of the need for clear communication from the DPS regarding the inspection of excise products was raised.
