While analysing publications, research, and legislative initiatives in Ukraine, we found that authors do not always have a comprehensive understanding of all the technical, terminological, and regulatory aspects of the electronic cigarette market.

As a result, publications may conflate different concepts, types of devices, and product components, while proposed solutions may not always take into account how the market actually operates.

This is why VARES is preparing a guide that will serve as a practical source of information for government representatives, Members of Parliament, researchers, journalists, think tanks, and other stakeholders.

The guide will provide a detailed overview of:

— the legal definition of an “electronic cigarette”;
— operating principles, structure, design, and main types of devices;
— technical and safety aspects of their use;
— pod systems, AIO systems, disposable electronic cigarettes, and the evolution of these technologies;
— the definition and types of atomisers;
— the definition, composition, and types of e-liquids;
— key e-liquid components and additives;
— the current regulatory framework in Ukraine;
— European and international experience;
— research findings on the use of electronic cigarettes and e-liquids.

Our goal is to establish a common factual foundation that will support more accurate research, reporting, and the development of legislative solutions.

The guide will be published and made freely available to the public.
