We have examined the WHO document and selected sections of the KMIS / KSE and recorded the key findings for you.

Official data show a clear shift in the structure of consumption: cigarette smoking is decreasing, electronic cigarette smoking is increasing.

What do we see in the numbers?

Smoking regular cigarettes: decreased from 23.3% to 19.7%,
while the share of e‑cigarette users increased from 3.3% to 5.3%.

According to this comparative methodology:
Manufactured cigarettes: 22.2% (2023) → 17.8% (2024).
Electronic cigarettes: 3.3% (2023) → 5.3% (2024).

Separately, the WHO shows that young people are a key group: 20.2% of 18-29-year-olds use electronic cigarettes in 2024-25, which is significantly more than the average adult population.

Interpretation within the WHO series: Between 2023 and 2024 there was a clear shift, with the proportion of cigarette smokers decreasing and the proportion of e‑cigarette users increasing.

2025: Two slices of KMIS/KSE show electronic cigarettes at ~4.5-4.6% among adults
Key findings of the report include:
Cigarettes: 23.3% of adults.
Electronic cigarettes / vapes: 4.5% of adults (daily or occasional use).
KSE policy note based on KMIS Omnibus (May 2025, n=1973 with non-zero observations).

That is why it is extremely important to regulate this market - and to regulate it correctly. So that it is profitable for legal players to work "in the dark", so that the state creates clear rules and conditions for the development of responsible business.
