European Parliament Resolution: The Health Risks of Vaping and Smoking May Differ
In autumn 2026, the European Parliament adopted a [resolution on the prevention of cardiovascular diseases](https://www.europarl.europa.eu/doceo/document/TA-10-2026-0304_EN.pdf). The resolution was supported by 545 Members of the European Parliament.
The resolution acknowledged that different nicotine products may have different health risk profiles.
These products differ in their nicotine content, delivery methods, and other characteristics.
This applies, in particular, to conventional cigarettes, electronic cigarettes, and nicotine pouches.
This approach is consistent with the position of the UK's [National Health Service (NHS)](https://www.nhs.uk/better-health/quit-smoking/ready-to-quit-smoking/vaping-to-quit-smoking/vaping-myths-and-the-facts/), which explicitly states:
"Nicotine vaping is not risk-free, but it is less harmful than smoking."
